Do HVAC installations require Permits?
All cooling and heating installations in California require building permits and Title 24 compliance. There are no exceptions to this, and property owners must not be tempted by other businesses to do installations without getting the required authorization first.
Stiff penalties ($5000) apply to the contractor for the first violation and the license might be suspended for one year on the 2nd violation. The homeowner faces penalties too, which range from stopping the project to doubling the permit costs. Some HVAC service providers attempt to take a competitive advantage by not acquiring the required building permits. This makes it possible to 'cut corners' on the project, however, legal providers do not permit that. These contractors will usually mention that competing companies ask for too much while at the same time they do sub-standard work.
