Do HVAC installations require Permits?

All heating and cooling installations in California require building permits and Title 24 compliance. There are no exemptions to this, and property owners must not be tempted by other businesses to do installations without obtaining the needed permits first.

Stiff penalties ($5000) apply to the service provider for the first offense and the license might be suspended for 1 year on the second violation. The homeowner faces fines too, which range from stopping the project to doubling the permit fees. What's more, consequences to the homeowner may even include rejection of an insurance claim if the insurance company discovers that the installation was illegal.

Some HVAC contractors attempt to take a competitive advantage by not acquiring the needed building license. This makes it possible to 'cut corners' on the project, however, legal providers don't permit that. These contractors will often mention that competing companies ask for way too much while at the same time they do sub-standard work.
